[RCM-03.09.2008] The Leader of the Revolution Attends the General People’s Congress Festive Session.  

The Leader of the Revolution attended last night a special session of the General People's Congress in the city of Benghazi to mark the 39th anniversary of the Great al Fatah Revolution.

The Leader addressed the GPC session, devoting his speech to two main issues, the treaty of partnership and cooperation signed by Libya and Italy on Saturday. The second issue is distribution of oil wealth directly to all Libyans and its consequences.

The Leader indicated that as discussion of the Italian colonial era was underway Libya had threatened to scale up relations with Italy to zero unless Italy admitted its guilt and fairly compensated the Libyan people for its occupation of Libya.

The Leader referred to the joint Libyan Italian Declaration issued in July 1998 under the government of Romano Brodi which implied an apology and recognition of compensation but never implemented because of procrastination and lack of sincerity on both sides.

The Leader said ten years after the declaration it was imperative that a review of Libya's relationship with Italy be considered and Italy would be asked either to commit itself to apology and compensation or sever relations with it. 

He said the painstaking effort led to the treaty which we signed yesterday. The leader went on to say that Italy's promise to compensate, so as to close this file was meant to bring about a new precedent in international law... that would consolidate the principle that it which colonized must compensate those it colonized... it was not driven by the desire for money but rather the condemnation of colonialism as a failed project.

The Leader said that once the treaty entered into force, it would enter Libya's relationship with Italy into a new era of cooperation and friendship, turning forever the dark page of colonial times.

[RCM-19.07.2008] General People's Committee holds its 12th meeting

Tripoli, 16.07.2008 (JANA) The General People's Committee held its 12th meeting of the year on Wednesday in Tripoli.

During the meeting, the committee discussed the memorandum of understanding and cooperation agreement signed between Great Jamahiriya and a number of friendly countries that are presented by the GPC for Foreign Liaison and International Cooperation.

The committee approved the memorandum of understanding, which was signed during a visit by the Greek Minister of Health and Social Solidarity to Great Jamahiriya in the health sector and also approved the investment encouragement agreement between Great Jamahiriya and the Republic of Burundi.

The committee also approved a number of agreements signed with the Republic of Niger in the areas of judicial and customs cooperation, regulating inter-border crossing, for transport of people and goods.

During the meeting, the committee discussed a memorandum presented by the sector of industry and minerals on referring the final report of the first declaration tour regarding the investment of raw material used in the manufacturing of cement and decided to circulate the report to the sectors of agriculture, animal resources, economy, trade and health and environment for their opinion, where the opinion and observations would be discussed in a committee that includes members of these sectors.

[RCM-19.07.2008] Secretary of Woman Affairs at the General People's Congress meets with women activists in the Shabiyats.  

Tripoli, 23.06.2008 (JANA) The Secretary of Woman Affairs at the General People's Congress today met with the Secretaries of Woman Affairs at the People's Congresses in the Shabiyats of Tripoli, al-Mergheb, al-Zawia, al-Jfara, Nalut and al-Jabel al-Gharbi, and the woman activists at the basic mathabas in these Shabiyats.

During the meeting, attended by the Secretary General of the Libyan Youth Organization, the attendants discussed the measures taken to implement what came in the Leader's speech before the General People's Congress on the 31st anniversary of proclamation of the authority of the people and the birth of the first Jamahiriya in history. The participants also considered activation of the role of Woman Affairs in the Shabiyats.

The Secretary General of the Libyan youth Organization presented activities of this organization, which include more than 400 thousand youths, where he said that the organization included a department, which was especially devoted for women.

On her part, the Secretary of Woman Affairs at the General People's Congress stressed that the Libyan woman has considerable capabilities that make her assuming posts and responsibilities in the society.

In this respect, she clarified that the Leader of the Revolution, who liberated woman, has always been keen that the Libyan woman must take her post to practice her role in the Jamahiriya society, which does not differentiate between man and woman. She called to find a suitable mechanism that enables woman to settle all problems deterring her role in this regard.

The Secretary of the Foreign Affairs Department at the General People's Congress this morning met in Tripoli with the former Maltese Prime Minister, Bonnici Mifsud, and Ahmed Abdel aal, the members of the People's Committee of al-Qathafi International Prize for Human Rights, who are currently on a visit to Great Jamahiriya to attend commemoration of the 20th anniversary of the Great Green Charter for Human Rights in the era of masses.
During the meeting, Bonnici Mifsud expressed his utmost greetings and congratulations to the Leader of the Revolution on the occasion of eviction of the American forces and on the 20th anniversary of the Great Green Charter for Human Rights. Bonnici Mifsud said he was keen to highlight the Great Green Charter for Human Rights for its great values among the international charters relevant to human rights including the International Human Rights Declaration.
On the other hand, they discussed ongoing efforts aiming to intensify studies on this charter and its importance in the area of human rights.

[RCM-07.06.2008] General People Committee (GPC) for Health and Environment holds its 3rd ordinary meeting for this year. 
Jana.04.6.08 – the GPC for Health and Environment held its 3rd ordinary meeting for this year this morning in Janzour, al-Jafara Shabia in the presence of its Secretary and members and secretaries of People's Committees of the Sector in Shabias.
The meeting was also attended by Secretary of People's Congress of al-Jafara Shabia and directors of departments in the sector. The participants focused on discussing a memorandum concerning the health system and its development, in addition to the organizational structure proposed for the sector.
On the other hand, the committee reviewed the recommendations of a seminar on the mechanism of paid health services in Great Jamahiriya which was held in Tripoli on 2, 3 of the current month of June.

[RCM-3.04.2008] The Secretary of GPC for Higher Education, Secretary General of Arab Maghreb Union discuss preparedness to hold meetings of Maghreb Ministerial Council in charge of education, higher education, scientific research in Great Jamahiriya.

The Secretary of the General People's Committee for Higher Education this morning met in Tripoli with the Secretary General of the Arab Maghreb Union, currently visiting Great Jamahiriya.
During the meeting, they discussed ongoing preparedness to hold meetings of the Maghreb Ministerial Council in charge of education, higher education and the scientific research in Great Jamahiriya during the period 22-23rd of the next month of April.
During the meeting, a number of issues concerning cooperation in the field of higher education among the Maghreb countries were also discussed. On the other hand, they stressed to activate this cooperation at the Maghreb University’s level as well as cooperation among the Maghreb countries' universities. Similarly, they stressed on continuation of the permanent scholarship among the member countries and Arabic translation of curriculums in the higher education institutions of the union's countries.

[RCM-17.03.2008] The Leader of the revolution, Colonel Muammar Al Qathafi exchanged viewpoints with the secretaries of the people’s committees of the Libyan universities.
On last 15th March 2008, brother leader Muammar Al Qathafi met with the secretaries of the people’s committees of twelve universities in the Great Jamahiriya in the Syrt city which was holding the first interuniversity festival of song.

The leader took that opportunity to reemphasize on his speech during the 31st commemoration of the Establishment of the people’s authority held last March 2nd.
the State will no longer be in charge of services and production, people will get the returns of oil and they have to manage their services and production on their own as they see fit with complete freedom not depending on anyone to serve them as things were in the past … Government cheats on people and people depending on government in any place in the world. We are in a Jamahiriya system and this was supposed to be from the beginning, but we said maybe we are unable to manage that in the past period, but from now on there is no excuse... [RCM-15.03.2008] GPC for Manpower starts transferring ownership of training centers within wealth distribution program. 
[Tripoli, 13.03.2008/JANA] The General People's Committee for Manpower, Training and Employment started, today, taking executive measures to implement what came in the Leader's speech on the 31st anniversary of the proclamation of the Authority of the People regarding transferring ownership of the vocational training centers within the program of wealth distribution.

During the meeting, held today in Tripoli and attended by the Secretary of the Committee, Director of the Vocational Training Centers and Directors of the Sector's Advanced Centers, a strategy to transfer ownership of these centers to their workers was adopted.

The attendants agreed to select 65 Advanced Training Centers with scientific, technical standards and specifications to be changed into collective joint-stock companies for their workers..

[RCM-06.03.2008] The General People’s Congress issues Resolution No: 10/2008 regarding the formation of the General People’s Congress.

The resolution issued by the congress at the end of its meetings in the frontline of Syrt city for the drafting of the resolutions of the Basic People’s Congresses Session of the year 2007 issued resolution No: 9 for the year 2008
The General People’s Congress in implementation of the instructions of the Leader of the Revolution during his speech to the General People’s Congress on the 31st anniversary of the proclamation of the establishment of the people’s authority;
And after reviewing the law No: 1/2008 regarding the system of work of the People’s Congresses, People’s Committees and its executive order, has decided:

[RCM-23.02.2008] General People's Committee for Culture & Information approves establishment of al-Qathafi International Library.

During its second ordinary meeting for the current year held today in Tripoli, the General People's Committee for Culture and Information approved, in attendance of its secretary and members, a project to establish al-Qathafi International Library in Tripoli, which will comprise, in principle, 40 million books dealing with all branches of social and applicable science as most distinctive, prominent international library.

During the meeting, the committee discussed the ongoing preparedness and arrangement to celebrate the 31st anniversary of realization of the Authority of the People and the birth of the first Jamahiriya in history.

The Committee viewed the report submitted by the delegation that took part in the exceptional meeting of the Arab Culture Ministers that was recently held in Egypt; and a special memorandum concerning participation in the Dubai's People's Festival and London Book Exhibition.

During the meeting, the Committee discussed observations of the Supreme Committee for Training on the training plan that was presented in the first meeting, besides the cultural plan for the current year 2008. On the other hand, the Committee followed-up the sector's projects being achieved to deal with difficulties encountered during implementation.
 

Secretary of GPC and Secretaries of Sectorial General People's committees follow up the implementation of housing and developmental projects in Ghat Shabia

The Secretary general of the General People's Committee and the Secretaries of the General People's committees for Communication and transport, electricity water and gas, justice, higher education, assistant secretary of GPC for Justice, took a field tour today, Monday to follow up the implementation of housing and developmental projects in Ghat Shabia.
They were also accompanied in this tour by the coordinator of the social people's leaderships, the secretary of the people's congress of the Shabiya and a group of the secretaries of BPC's, people's committees for sectors, secretary of the General Housing Authority, assistant secretary of Implementation Board for Housing and Utilities Projects, secretaries of administrative body for development of administrative areas, urban planning department Saving and Real Estate Investment Bank and general directors of Agricultural Banks .
The follow up tour included Tahala Project of Tahala Basic People's Congress were ( 80 ) housing units are under construction, in addition to the execution to ( 70 ) new housing units.

General People's Committee for Youth & Sports holds its first meeting for the year. 
[The RCM in association with JANA 09.02.2008]  The General People's Committee for Youth & Sports followed up, during its first ordinary meeting for the year 1376 DP held today in Gharyan city in al-Jaberl al-Gharbi Shabiya, the measures taken to implement resolutions of the Basic People's Congresses regarding this sector.
During the meeting, the Committee discussed reports on observations of the General People's Committee for Inspection and Public Control Body about infrastructure and the sector's training program for this year.
The committee, on the other hand, considered a progress report of committees in charge to finalize procedures of handing over youth & sports establishments and utilities in the Shabiyats of al-Kufra, al-Jufra, al-Mergheb, Nalut, al-Shati, Sabha, Murzoq, Wadi al-Hayat and Ghat.
The committee dealt with activities and programs of the National Committee for Youth Voluntary Work for the last year.
During the meeting, the Committee got acquainted with the minutes of the meeting of the General Committee of the Management Company for Sports & Youth Establishments and Utilities.
